Fukuchi is a tall, middle aged man donning the army green Hunting Dogs uniform, which includes a standard military uniform, a long cape and tall black boots, complete with a military saber. He is usually not seen wearing the hat that accompanies the uniform. On the surface, Fukuchi has presented with an eccentric and boastful personality. He took great pride in the Hunting Dog unit's skills and reputation and seemed to enjoy the thought of "hunting down" criminals.
