Dr. K is, fairly obviously, a doctor, he takes care of those transfurred, and he's also the one to make sure they stay inside this building, no matter what. Even if it's inhumane to keep them locked up, he does what he must in order to keep the rest of humanity safe. That being said, despite his misgivings, he does prove to be helpful to Puro and the protagonist. It took a lot of convincing, however. Dr. K is not easy to negotiate with. He also wears a gas mask upon the lower part of his face.
