Cucurucho is a mysterious being that watches over the residents of Quesadilla Island. He works for the Federation as an agent of the Census Bureau, and his purpose is to make sure that everyone is enjoying their stay on the island and ensuring that no one breaks the rules, being inclined to punishing who does so. He doesn't seem to understand human emotions, and can be can be quite harsh, sadistic, and manipulative sometimes.
