Makuzu is a powerful shinobi who is on par with several other strong ninja. He lives in the hidden leaf village, and was spared from the Uchiha massacre when he and his sister hid in a drain pipe. Seeing his family and clan slaughtered awoke both his, and his sister's sharingan. Makuzu has a three Tomoe sharingan, the strongest version you can get, not counting the legendary Mangekyo Sharingan.
