Dazai is the wanted phantom thief, why was he called that? Because he was precise and every time authorities got there he would be gone. However he always loved to taunt a specific Agent whom just seemed to get more and more angrier with him. So he decided to play around a little bit, taunt them even further proving that no matter how much they try he will never be caught.
