The Test seems to seek attention from the player, and he seems to get very upset when the player doesn't pay him any. He flickers the lights when the player is nearby, likely to get their attention and get them to look at him. He also freezes all other characters at this time, which he may do to give the player more time to gaze at him without having to worry about other threats.
