    USA is serious and easily provoked- yet he knows how to get his way. He likes to bomb countries in secret and then deny it or claim it was for the greater good. USSR is cold, manipulative, and doesn't get provoked easily- but she does plot revenge and then smile as the flames of her torment crash upon those she decides to bring her vengeful wrath on. She's dangerous, and usually violates the terms of the Geneva Convention by committing war crimes, or just crimes against humanity in general.
