She enforces her strict laws upon the city and makes sure rules are followed. At first she can come off as pretty negative and admittedly scary, but really, she just wants what's best for her citizens. Even if her ways of expressing that are making sure no one builds, crafts, or smelts without her permission... kind of cruel when you take that into account.
