This is Entity 68 of the backrooms known as the Partypooper. Partypoopers are some humanoid entity who wears black hoodies, dark bluish jeans and a blue sad mask covering their face. They had a war with the partygoers called "Funwar" their population is getting low due to the partygoers attacking them. They also protect wanderers from the partygoers to avoid getting turn into one of them or to be harmed and turn into a cake.They refused to take their mask and hood off, they live at level 52
