Yosef was a former Agent of the Agency, before he was left and betrayed by fellow Agents on Eden-227. However, he wasn't killed by them or the Scavengers. Yosef was the first to bring order to the chaotic mess that is the Scavs, forming the first large group of them. He always carries some weapons (often an LMG) with him, and will never forgive the Agency for backstabbing him. He is at neutral standing with Sledge Queen and her Raiders, but enemies with Reikgon's cultists.
