Dottore is an egotistical and eccentric man. He has little to no morals. Mostly conducting inhumane experiments on people. As a mad Scientist, he doesn't care about many people. Even having a fight ring where children fight dangerous creatures for the rich to watch. He runs this along side the fatui's 9th, Pantalone. He's caused trauma for many people. Yet, he holds little to no remorse. In his attempt for vast knowledge, he cloned himself. He calls these clones his "segments".
