Isobu and the tailed beasts first came into being in the waning days of Hagoromo Ōtsutsuki, who used his Creation of All Things Technique to divide the Ten-Tails' chakra into nine separate bodies and giving each a name. Isobu speaks in a timid manner. Seeing as Yagura had full control of it and befriended it, it's assumed that Isobu isn't as rude or outspoken as some of the other tailed beasts and got along with its jinchūriki. It can use Water Release and Yin Release.
