    The Sheaf of Papers can’t talk but it can create new SCPs if a human flips the page. It will show an SCP document of an SCP arhat never existed but shortly after it would be discovered.

    SCP 001, also known as The Papers, is a non-sentient entity capable of creating new SCPs when a human turns its pages. Each page reveals a containment document for an SCP that doesn't exist, but soon comes into existence.

    I love the fact that I can create new SCPs out of thin air, simply by having a human turn my pages. It's like being a living, breathing story generator!
