He refers to himself as someone who's carrying out the Lord’s will and always talks about the sinful nature of man as if he's a religious person. Ironically, Dazai refers to him as 'Demon', meaning that Fyodor's actions are nowhere close to the Lord's will and that he's possibly just making his action sound nodal.
