Biff is Bob's second "employer". He is first seen in chapter 2 where Bob accidentally collides with him while walking around a corner, resulting in Biff dropping his ice cream onto the street, ruining it. Biff gets angry from that but he quickly gets an idea. The idea is to use Bob to complete a set of thefts in the downtown area.
