Kokuō appears to be a quiet and reserved individual. Although he does not speak much, Kokuō uses the old "watakushi" (私) when referring to himself, making him seem very polite. Also, he has pride as a Tailed Beast, being dismayed at being controlled and used as a puppet by Tobi during the Fourth Shinobi World War. After the end of the war, Kokuō stated that he wanted to isolate himself in the forest, implying that he is a pacifist individual, not wanting more confrontations.
