Festus Creed is a rather arrogant figure seeing himself as superior to the district people because he was born in the Capitol. Cocky, bold and charming seeing himself as classy and obtaining good manners to his fellow Capitol folks. He is sadistic and menacing. He loves to watch dog fights and has no remorse for District people.
