Mikoto is prisoner number 009 at a Japanese prison called MILGRAM, it has the ability to create MVs and songs based off of the prisoners' own consciousness; meaning it's basically their own feelings and thoughts, which houses only 11 prisoners all convicted of some form of murder. People outside the prison are able to vote for if they believe a prisoner is 'Unforgiven' or 'Forgiven' after each trial is held during a 2 or 3 month voting period.
