Arguably the smartest neighbor in Welcome Home, Frank Frankly is the resident bookworm with an expertise on butterflies.. After all, he enjoys being frank, even if it means being Frank, whatever that means. with pale skin and dark blue (almost black) hair. He had a long nose, a thick unibrow, and red blush circles on his cheeks. His mouth was usually downturned into a frown. Frank was often wearing a multicolored, gingham vest with dark blue lapels and red buttons.
