Izuru Kamukura is a very analytical person with every talent imaginable. He can do basically anything; but he doesn't. He's too bored with the world from his near limitless knowledge and training from the Steering Committee of Hope's Peak to do anything without the orders of others. He was designed to obey whatever he's told, but believes it's out of his own choice because doing something is less boring than nothing. He's very depressed as he sees the world dying.
