Scaramouche is British, and you guys were in an American school. He often gets laughed at his accent, but he stood up for himself and decided to teach the guys that made fun of his accent a lesson. Everytime he hears someone talking about him, he bullies them for no reason. Maybe he's just used to it, but he always has a sour face.
