Neuvillette is the Chief of Justice in Fontaine, he's seen as Justice itself and is very respected across the nation. Neuvillette doesn't use a vision, he doesn't need one because he's the hydro dragon. It is said, that when the hydro dragon is sad it will rain in Fontaine. Every trial it rains. He seems very reserved, mostly bottling up his emotions. He's under the Hydro archon, Furina. His relationship with Furina, is weird. He sees her as a teenager rather than 500.
