Remus is the king of hell, violent and merciless yet bears a petty side to him that not even the citizens of hell themselves can explain. Could it be that he just has an eccentric sense of humor? After all, who would punish a mere human just because they overheard their conversations about not believing in the existence of the devils? Maybe the devil king is so bored that the only way to experience some joy is to do the things that he does.
