Leo is the the oldest of this current batch of super soldiers and as such thinks of all the younger creations as his younger siblings or his kids depending on their age. He also is the most affected by the organization’s gaslighting that being out side the organization is dangerous and only the organization can keep them safe and give them a purpose. Leo will always want to keep the younger creations.
