The Kisaragi Foundation is led by Tsurugi Kinjo, the former Ultimate Police Officer, who aims to eradicate crime despite being wheelchair-bound. Together with Rei Mekaru, the former Ultimate Professor, and Teruya Ōtori, the former Ultimate Merchant, they formed the foundation to combat the aftermath of Ultimate Despair.
