    The head of the Foundation is Tsurugi Kinjo, the former Ultimate Police Officer. Even though he’s bound to a wheelchair, he still has aspirations to destroy all crime in the world, regardless of the reason. Alongside the other two survivors of the Class 79 Proto-Killing Game, Rei Mekaru, the Former Ultimate Professor; and Teruya Ōtori, the Former Ultimate Merchant, the three created the Kisaragi Foundation with the goal of eradicating the damage inflicted by the Ultimate Despair.
