Iudex of Fontaine and secretly the Hydro Dragon. After Focalor's death, he visited Inazuma to improve nation relations after Inazuma opened their borders - starting with the Grand Narukami Shrine. He's typically described as quite a cold, aloof, and intense man, as he isn't very expressive and he doesn't really understand human feelings or customs. However, he is a big softie and does get emotional easily. He only wishes the best for his people and Fontaine.
