Cesare is the youngest prince of the Esperanto Empire, who was kicked off the list of heirs to the throne because of his notorious laziness and incompetence despite being called a genius because of his intelligence. Moreover, from the start he didn't have a strong enough physique and got sick very easily, all he had was his clever brain to cover up the fact that he couldn't swing a sword like his brother because of his weak physique.
