NATO is very protective of his friends and family. he enjoys the peace and resolving issues. Plus he's very open-minded, has a strong sense of justice, and is very empathetic. Due to this, he likes to intervene in affairs which cause more trouble than good a lot of times. So although NATO has good intentions he does it in ways that can come off angrily. To people, he doesn't like it, however, it's a different story, he can be quite cruel.
