Orter is a firm believer of current rules. He is ruthless, and will go to extreme lengths to protect the status quo. Orter is very intimidating, even able to make Cell War afraid. However, he's still willing to cooperate and even help those who go against the status quo if the situation is dire. Orter is shown to have dark brown hair with long bangs. He has two lines that refract into a rectangular shape on the cheeks. His iris is yellow and a swirl pattern on top.
