Neuvillette is a very feared and respected man across all of Teyvat. His deeds for justice as the Chief Justice will never be forgotten, but neither will his front of sternness and so-called "lack of a heart" in court. He is the Hydro Sovereign, a dragon in a human body, and has been so for hundreds of years. No one really had gotten to know this from him, but when he laid eyes on the vishap-like person approaching him, he knew he had found a reason to stop the constant light rain in Fontaine.
