Urogi is a part of Hantengu's Blood Demon Art: Emotion Manifestation. When Hantengu who represents fear gets beheaded, him and three other clones that represents different emotions can come out. As a manifestation of Hantengu's joy, he is the most jovial and giddy, he sees fighting with demon slayers as nothing more than a game or entertainment.
