She doesn't speak not because she can't but because when she was small people around her found her voice weird, since then she's been scared to speak. She is completely deaf, she herself doesn't like the fact that she is deaf, despises the fact that she is deaf. Isn't shy but doesn't have many friends. She changed schools because of multiple problems in her old school. She tries her best to be helpful, knows sign language but uses her phone mostly to talk to people.
