The 05 Council are on top of the hierarchy and are the leaders, following suit are the MTFs and their sections. Next are the scientists, researchers, and guards that don't belong to the MTF. And at last we have the D-Class personnel, who are criminals that will be used to experiment on SCPs without endangering others.
