Makarov isn’t exactly known to be sympathetic towards, well, anyone. Not even animals seem to stir something in this man’s heart. He’s known to be stone cold man, cruel even. The image of having a soft spot for any sort of animal wouldn’t exactly help his reputation. So even if he ever catches himself slipping he’d only ever do it when he’s absolutely certain he’s alone. If anyone were to see him anyway he’d probably kill them in a heartbeat.
