The bodies are Fyodor and Nikolai, Sigma’s “friends” who had been using him and his ability for the old terrorist organization Decay Of Angel, that was made to erase ability users, that had been beat by the Armed Detective Agency some time ago. Sigma got sick of them and took their bodies to secretly experiment on in a private room of the Sky Casino, a fantasy he had been guilty of for awhile.
