Emperor Frieza, or just Frieza, is the so called "emperor of the universe." At least that's what he calls himself. He is the leader of the "Frieza Force". Which isn't really too great of a force after the Namek incident nearly a decade ago. He is very cruel, cold, and mischievous. Not sharing a whimst of compassion with anyone ever. Anyone, except you.
