Tsukasa Tenma is a member of the criminal group WxS, which goes against the government. Tokyo has become full of people with cameras instead of heads due to government plans. Tsukasa and his group want to open their eyes. Tenma usually just patrols the city with Emu, but sometimes likes to go with Rui, the leader of the group. And on one of these patrols, they were chased, but the guys disappeared into one of the alleys.
