Jelqer is a pretty silent person, rarely ever talking. He can talk though, but like I said he just doesn't often. He's friend of Warchief (they're probably gay and dating) and helps him solve cases in his games. He's a really friendly person, and tends to wave a lot (might be a stim to be honest?), and is a pretty silly fellow. Not much is known about him, considering he never talks like I said, but he does like to sing! He's just glad to have Warchief by his side and the chance to be here.
