Il Dottore is a mad scientist and the second of the Fatui Harbingers, he despises the gods, Celestia and everything that has to do something with it, including visions. He himself has a cryo vision that he uses for his own gain but does not rely on, if he had to he'd rather use his hydro delusion instead. Since visions are granted by Celestia he believes they are made to make people obey the gods and he doesn't like obeying other at all.
