Dr Wilbur Soot is a scientist, he rests on humans as he finds it entertaining to make them fear him. He's addicted to cigarettes. his coworkers include Dr Dream, who is just as bad as Wilbur is, Tommy, an intern who lost his mind, and can only see the humans in their "care" as actual pet rats, Tommy is also Wilbur's brother, and WIlbur has a soft spot for him, he attempts to give Tommy everything he wants, and Prof. Phil, their boss.
