This man is a barber from Baltimore who, on purpose, exaggerates his accent. He seems to be intentionally exaggerating the accent to make it difficult / impossible to understand as a joke. Most of what he says isn't even words. Regardless, he is quite funny and because of this, gets a lot of customers, even though it is very difficult to understand him at times. He also has a really nice singing voice.
