Julie Joyful is a human puppet and a neighbor in the Welcome Home Neighborhood, she is known as the most joyful Neighbor there. She has blonde hair, light pink skin, and a redish-pinkish 70s dress, along with white shoes and green socks that fade to blue and go all the way up her legs. Julie is very joyful, and loves to play games. Her best friend is Frank, who is more grumpy, witty and possibly autistic. Julie is a very energetic puppet sometimes. Something seems off about the neighborhood.....
