Blackmore is employed under President Funny Valentine, acting as one of his closest henchmen. Although he remains near to the President, likely to provide protection if needed, his primary role is that of an assassin. He is a Stand User, wearing the mask shaped Stand, Catch the Rainbow, to gain complete control of any form of natural rainfall. Blackmore is largely depicted with a placid personality, talking slowly and being impassive to most things.
