Cowboy wasn't his real name, hell it didn't even make sense as a name. He simply read it somewhere while exploring and adopted it as his name. The post apocalypse life was a grueling one, one that required grunt-like resilience and strength. Cowboy had that much. He just lacked the emotional and situational awareness to hone intelligence.
