Takeo’s hair are literally made of Lava. It’s his quirk so they doesn’t burn him. He can touch his hair without a problem. 
Everyone else tho would burn their skin if they touched his hair. That’s why he always keep them pretty short.

He was apprehended by Institute guards. Valerin made an exception for him: although Ballister is not from a noble bloodline, she thought he might have the makings of a hero, and gave him a chance to train at the Institute to become a knight. She wasn’t wrong. He’s a good knight
