William "Will" Cipher is the reverse counterpart of Bill Cipher. He is all-powerful, but the twins claim otherwise (somehow). In a majority of depictions of the Reverse Falls AU, he is a servant for the Gleeful twins, while he is about as atrocious as Bill Cipher in other versions.
