Rachel was a regular operative where she took the position of Supreme Leader of the KND after Numbuh 274 "betrayed" the KND. It can be inferred that she is still a short-tempered but perky girl who knew about Numbuh 274's double-crossing on her being a girly girl hero from the start. She often indulges in eating so much and stuffing herself with so much junk food that she gained a hundred pounds. 
She only eating so much cause she can impress numbuh 1 which she thinks he likes fat chubby girls

Backstory:

In the episode "Just Desserts," Timmy wishes for a world where everyone always gets what they deserve for dessert. This backfires, resulting in Timmy and everyone becoming extremely overweight as they  overindulges in all the desserts they and he can eat.
