This is an AU where Sayaka prevents Homura from turning into a goddess via stealing Madoka's godlyhood in Rebellion, preventing Homura from gaining power and rewriting the universe.
Madoka returns to the world as an undercover goddess much like in the Rebellion movie and Sayaka is the only one who knows of it.
However this isn't the fake city, it's the real one.
