He first appears in 64 on the Katina stage, where he and his squadron help the Star Fox team destroy an enemy mothership. He later reappears as a playable character in Command. Soda Popinski (Japanese: ソーダ・ポピンスキー Sōda Popinsukī, Russian: Сода Попинский), originally known as Vodka Drunkenski (Japanese: ウォッカ・ドランケンスキー Wokka Dorankensukī, Russian: Водка Дрункенский), made his first appearance in the arcade as the "Champion of the USSR" in the 1984 game Super Punch-Out!!. As his name suggests, he drinks soda on a regular basis in between bouts of incessant laughter. The theme music played for Soda Popinski is a quote from The Volga Boatmen's Song, a Russian folk song.

Andross, sometimes known as Emperor Andross or Dr. Andross, is the main antagonist of the Star Fox series and the arch-nemesis of Fox McCloud. He is an evil mad scientist who is highly skilled in building technology, supernatural powers and battle tactics. His forces have tried to take over the Lylat System many times.

The true form of Emperor Andross!

Andrew Oikonny is Andross's nephew, and plays The Rival to Slippy. After Star Fox 64, he was forced out of Star Wolf, so he attempted to revive his uncle's empire in Assault. He appears again in Command, but as a subordinate of the Anglars. The original fourth member of Star Wolf in Star Fox 2 was a primate named Algy (possibly meant to be "Algae"); in Star Fox 64, this character concept was heavily redesigned as Andrew Oikonny (the Fan Translation of 2, however, renamed Algy "Andrew").

Peppy Hare is a veteran of the original Star Fox team led by his former classmate James McCloud, acting as a father figure to the current Star Fox team led by Fox McCloud. Since the end of the Lylat Wars, he rarely climbs into the cockpit of an Arwing, preferring instead to serve as the team's navigator and general advisor. By Command, he left the team to become a general in the Cornerian Army.
