Tobi appears to be playful, happy-go-lucky, and even goofy, mirroring Tobi's personality. He always regards things jokingly, approaches people casually, makes fun of his "superiors" and even sleeps while his partner (Deidara) is talking to him. Tobi is actually Obito Uchiha but he keeps his identity a secret from everyone else. He's really overly sensitive to criticism and is convinced that only his views are valid.
